To relieve persons, whether or not they are resident in the United Kingdom or abroad, who are in conditions of need, hardship or distress as a result of local, national or international disaster or by reason of their social and economic circumstances.

In particular, the trustees shall apply the income, and may at their discretion apply the whole or any part of capital, of the trust fund for the relief of the inhabitants of the United Kingdom or any other country who are suffering hardship as a result of drought, earthquake, flood or other natural disaster or as a result of wars or other man-made disasters or who by reason of their social and economic conditions are in need of assistance.

The trustees may grant relief to the inhabitants aforesaid through the agency of other charities.

In carrying out the trusts declared by this deed the trustees shall have special regard to the needs of displaced persons and refugees.
